Yes, you can hang pictures and other decorative items from the walls. The temperature of the thermal wall will not reach a temperature hot enough to damage items; in fact, the wall will generally not feel much different in temperature than a conventional wall. Care needs to be made when making penetrations into the wall so as to not puncture the hydronic tubes. The tubes will generally be at least a 2 inch depth in the concrete.
